ECUA (Emerald Coast Utility Authority) is a local government body, originally Escambia County Utilities Authority, was created in 1981 to manage and expand water and wastewater systems in Escambia County in Florida and the Pensacola city. It provides sanitation, water and wastewater services to the Escambia residents and businesses with a mission to promote quality of life through effective and efficient service.
Several of its services to customers have been made available online and these include viewing and paying your bill even though there are other ECUA bill pay options.
Pay online or by phone: you can pay your ECUA bill online through the E-Z Pay service using a check or debit/credit cards having Visa or MasterCard logos. Online payments are charged a minimal convenience fee. You can also call 1-855-329-0911 at a $1.45 convenience fee to make your payment by phone.
To pay online,
- Click on ‘pay your bill’. This will direct you to the E-Z Pay page.
- Enter your customer and location ids (the numbers before and after the dash on your ECUA account number respectively).
- Enter the validation code, then click on ‘continue’.
- Proceed to select your mode of payment and enter your payment information as required.
Pay by mail: Customers can send payments via mail to the ECUA office using the address below:

Pay in person: you can visit the ECUA customer care office at Ellyson Industrial Park ECUA or use the drive-through ECUA bill pay service to pay your utility bill.
Night deposit box: you can make your check or money order payment at any time by placing your payment in the deposit box at Ellyson Industrial Park office.
Pre-authorized checking program: this program provides the convenience of having your bill automatically deducted from your bank account. Download the form at http://www.ecua.fl.gov/pay_bill and return the completed form together with a voided check to the ECUA customer care office.
Wells Fargo bank: you can also pay your bill at any of the Wells Fargo bank branches listed on the ECUA bill pay page.
